Fly tipping with impunity in St Peters Leicester.

Over the last decade or so a practice has developed in the St Peters Neighbourhood of casting unwanted household items such as old bedding, furniture and appliances out into the midst of the community. Leicester City Council housing management have it is felt, not paid due attention to this issue. This has lead to the problem becoming endemic and frequent.
\\Many areas around the city especially in rural areas do not have the benefit of advanced CCTV systems. So it is difficult in those places to see who the culprits are.
The rate payers of St Peters however have paid for not only an advanced CCTV system but also one that is staffed and monitored 24 hours a day, 7 days a week and 365 days a year.
In January 2007 the camera's were redirected in such a way that for the first time they could observe many of the areas in the neighbourhood blighted by flytipping. So with flytipping being a frequent daily event you would expect by now that some culprits would have been identified and dealt with.
To our knowledge no one has ever been identified. Why? Well we don't know... it beats us.
Seriousness of issue not fully appreciated by Leicester City Council.
The rubbish in this area effects the way people react to St Peters and act in St Peters. That is a fact. Its sets the scene for how people feel and behave in the area and about those of us who live here.
Area's that appear mismanaged and untidy create an appearance of being anti social behaviour permissive.
It is the view here by many in St Peters that this is not as fully understood and appreciated by leicester city council as it might well be. A glance at the audit commission's report on Leicester City Council commitment to community safety does nothing to diminish that assertion.
Nothing gets done about it...
We have previously emailed the details of flytipping to Leicester City Council for the photo on the left here. This was noticed dumped in Neptune Close on the 22nd March 2007.
The reply we got was rather perplexing as it was requesting us to tell them what time it happened as they are too busy to back track through a recording.
This answer really let slip Leicester City Councils whole attitude to fly tipping in St Peters. It is one of long term negligence and apathy to the issue and ignorance to the impact this has on the community as a whole. (Flytipping with impunity is one sure issue in this neighbourhood that makes people want to leave their homes and move to a non council area which are perceived as being tidier and probably are.)
A) Leicester City Council are the ones with the CCTV system and sophisticated control centre. So it should be sufficient for us to give a 24 or 48 hr period and location for them to look into it swiftly. It should not take us the residents to have to give them a precise time.
B) Leicester City Council need to view this issue with a whole new attitude and start to pull out all the stops in finding some people to make examples of on this or otherwise we are going to spend the next 10 years emailing in more photo's of fly tipped bedding to no effect.

As a result of communications on this issue we have been informed the following action has been taken or will be taken to resolve this matter.
We have available to us a wide selection of options and choices to escalate pressure and action to bring about resolution of this issue.
Our future plans include media and publicity events involving local and national press as well as broadcast media. Also we have open to us a range of web search engine publicity using carefully selected keyword in conjunction with "Leicester City Council" or the name of some other agency or body who is in someway falling somewhat short of expectations.
Additional steps will see contact on this issue with elected officials.
On this issue we also plan the following activities...
- Try to photograph someone flytipping and use that photograph in publicity campaign online and in hard copy locally to set an example.
- Encourage LCC to raise their game at dealing with this and to view it much more seriously than they currently do.
