Changing St Peters in Leicester..? - You Bet !

A need to educate Leicester City Council

All too often when addressing this issue I have heard officials from leicester city council talk about a need to "educate residents".

Well having lived here for 15 years now I can safely say that often it is City council that needs the education as all too often there is simply no where to discard normal everyday rubbish too big for the chutes.

Watch what happens when no provision is made for residents to discard refuse bags of rubbish.

If you do not make provision then you can not even begin to talk about educating tenants who ignore bins placed there for their use.

Issue Targeted for Resolution.

This issue has been discussed by the St Peters NM Board and has been highlighted as an issue in the area which we are to pursue a resolution.

What does this mean?

This means that as it effects the standard of living for the people in St Peters that the entire board is now seeking to have this problem addressed.

This is a multi agency approach including

  • Residents
  • Leicester City Council
  • Leicestershire Police
  • Healthcare Trusts
  • Housing Associations
and other services and organisations.

Small & bagged waste disposal

The practices and standards for refuse disposal in multi occupancy buildings in St Peters were unacceptable and had to change.

Where refuse can not and should not due to its size, type or composition be discarded down the communal rubbish chutes Leicester City Council should ensure on a continuing basis that there is always adequate provision made for the disposal of this rubbish.

This provision should amount to large wheeled steel bins (palladin bins) placed preferably adjacent the rear of the building out of sight from the main entranceway. Where this is not possible then provision should be made for concealed disposal of this waste in well placed lidded wheeled bins in the car park area at the front of each building.

The practice of having to discard this immediately adjacent the front entranceway in full open and plain view of the front door should stop. It is a backward practice often caused by the fact that City council made no adequate provision.

Additionally it contributes to diminished perception of community safety because it labels the area as being unmanaged or mismanaged creating a permissive environment for anti social behaviour.

Neighbourhood Management Success Story

As of November 2007 we can report that for many months now one of the biggest success stories of the neighbourhood management board in St Peters was to get the residents of the apartment buildings to use well placed palladin bins to dump small black bags of rubbish that were before dumped outside the main entrance door.

We did this in 4 ways.

  1. Persuaded Leicester City Council to ensure that the wardens always left empty palladin bins nearby.
  2. Placed notices warning residents not to dump rubbish outside the entrance doors.
  3. Used CCTV system to identify and charge a minimum of £40 to the residents who wrongly discarded waste and rubbish.
  4. Enforced the charges once they were issued to make sure residents who blighted others with their rubbish actually paid for its removal and learnt the lesson in such a way that it was not repeated.

Now we have to and are working to resolve the same problem outside the maisonettes.

We have spoken with Leicester City Council Housing Management, principally Kamina Rughani and others at St Peters Area Housing Office.

We have also spoken about this issue on the Patch Walk we carried out on the Wednesday 7th March 2007 with Kamina and others from LCC Housing.

The issue has also been designated as an "area of focus" within the St Peters NM.

As a result of communications on this issue we have been informed the following action has been taken or will be taken to resolve this matter.

10th April 2007

Since the last entry here on the 12th March Maxfield House residents have not seen head nor tail of any new bins... palladin or otherwise.

Because of the sustained pressure put on LCC over this matter on this page LCC have now been trying their best to ensure a bin is always

But this has not always been the case and on these occasions residents having come downstairs with their refuse sacks of rubbish and found no bins present and continued off out about their daily business, leaving the refuse against the wall outside the entrance door to the building where we simply don't want to see it.

Why does it take a month to acquire 2 bins?

When a bin has been present it can be seen that one is not enough... hence our request for 2 empty bins to be made available daily.

Additionally, we understand someone came up to quote to carry out work to enable refuse handling at the back of the building rather then at the front out of plain view of visitors and tenants.

It was apparently suggested by the person quoting that refuse handling does not need to go at the back of the building and he can build a roof over the present front bin area and that would be sufficient.

Question? How much would it cost us to have rubbish handling implemented at the rear of the building? We don't know because the person who came to quote had his own ideas about what was best and didn't quote for what we asked for.

Putting a roof over the front bin areas can not possibly be the answer. WASTE HANDLING SHOULD BE CARRIED OUT AT THE BACK FULL STOP.

12th March 2007

LCC Housing (Amit Patel) emailed us the following on this issue...

"I'm looking at getting warning signs put up at the front of that area instructing residents that if any rubbish is left outside the building there will be a liability for prosecution. 

There will also be a level of surveillance to the front of the building which will include liaisons with the environmental crime team in order that action can be taken on anyone fly tipping. 

At the moment I have asked the wardens to make sure there are bins at the side of the front of the building, near the small wall next to the entrance in order that tenants can dispose of larger bags.  The tenants will be informed of this when it is set up and confirmed."

20th March 2007

Email from Paresh Chandarana head of housing in St Peters... "we have ordered 2 large palladin bins to trial at Maxfield House, if it works we will get more bins for the other [apartment buildings]".

25th March 2007

leicester city council have listened to our request to make adequate provision for refuse in the apartment buildings. Mormally at this time of a weekend we would have refuse sacks up to our knees as we come and go from the building. LCC have at least provided 1 empty on friday and as we appear to be having a light weekend that 1 appears to be sufficient. However it is necessary to make sure that there is at least 4 empty bins available for the weekend for 86 apartments.Leicester city council have listened to our request to make adequate provision for refuse in the apartment buildings.

Normally at this time of a weekend we would have refuse sacks up to our knees as we come and go from the building.

LCC have at least provided 1 empty on friday and as we appear to be having a light weekend that 1 appears to be sufficient.

However it is necessary to make sure that there is at least 4 empty bins available for the weekend for 86 apartments.

26th March 2007

Because no bins have been there today, rubbish has started to build up again. There needs to be 2 empty palladin bins placed outside each apartment building each weekday and 4 for the weekend.

We have available to us a wide selection of options and choices to escalate pressure and action to bring about resolution of this issue.

Our future plans include media and publicity events involving local and national press as well as broadcast media. Also we have open to us a range of web search engine publicity using carefully selected keyword in conjunction with "Leicester City Council" or the name of some other agency or body who is in someway falling somewhat short of expectations.

Additional steps will see contact on this issue with elected officials.

On this issue we also plan the following activities...

  • No plans to escalate so far as some progress is being made albeit very glacial in pace.
