Changing St Peters in Leicester..? - You Bet !

Issue Targeted for Resolution.

This issue has been discussed by the St Peters NM Board and has been highlighted as an issue in the area which we are to pursue a resolution.

What does this mean?

This means that as it effects the standard of living for the people in St Peters that the entire board is now seeking to have this problem addressed.

This is a multi agency approach including

  • Residents
  • Leicester City Council
  • Leicestershire Police
  • Healthcare Trusts
  • Housing Associations
and other services and organisations.

Hutchinson Walk - Litter within Railway Boundary

St Peters Neighbourhood Management Board

Hutchinson Walk runs between Swain Street and Hutchinson Street.

Often used by residents as a shortcut into and out of the St Peters neighbourhood as well as to students and staff at Moat Community College

The walkway is adjoined by Railway land along its entire length. This railway use land is owned by EWS. For years there has been a significant build up of litter and rubbish on the railway side of the boundary fence that runs alongside this walkway. The photographs shown here on this webpage were taken on January 12th 2007.

The waste and litter includes significant quantities of the following...

  • Glass and Plastic Bottles
  • Steel and Aluminium cans
  • Fast Food containers
  • Plastic sweet wrappers and packaging

This litter did not come from the railway side but from the community side. EWS are in no way responsible for the litter. This issue requires a joint approach to not only clear what is there now but to look at what is needed to prevent or minimise litter from the community into EWS land in future.

  • February 2007 - We have contacted Railtrack who may be responsible for the land. They have been contacted via email and telephone to their Customer Relations Team.
  • The reference number railtrack have given us for this issue is Ref 182276.

  • 13th March 2007 Paresh Chandarana had meeting with Paul Love at EWS who we have now discovered are the actual owners of the land.
  • As a result of communications on this issue we have been informed the following action has been taken or will be taken to resolve this matter.

    • 23rd February 2007
    • Railtrack Customer Relations (Joanne McAllistair) are to send us a map to confirm whether it is their land or not as they remain unclear is this is the case or not. We are currently awaiting this map.

    • 1st March 2007
    • Map now received from railtrack.

      However they have coloured the map with some pretty colours here and there but failed to explain anywhere what the colours denote.

      So have emailed the attached map back to them with a note and a blue line denoting where the actually rubbish is.

      All we need is for them to confirm whether or not it is their land and if it is what they are going to do about it.

      I am also going to cc the map to Paresh Chandarana at Leicester City Council to see if the council can confirm it is not their land.

    • Paresh Chandarana the LCC Housing Manager for St Peters through LCC has identified the land as belonging to a company called EWS.

      This is more then likely this EWS here.

    We have available to us a wide selection of options and choices to escalate pressure and action to bring about resolution of this issue.

    Our future plans include media and publicity events involving local and national press as well as broadcast media. Also we have open to us a range of web search engine publicity using carefully selected keyword in conjunction with "Leicester City Council" or the name of some other agency or body who is in someway falling somewhat short of expectations.

    Additional steps will see contact on this issue with elected officials.

    On this issue we also plan the following activities...

    • Inviting Leicester city council to work with EWS to clear the litter already there but to also find a longer term solution to prevent further litter being thrown into EWS land by the community.
