Maxfield House is a 17 floor apartment block similar to 3 others in the neighbourhood each containing 86 apartments.

What you can quite often observe in these photo's is that where the black bags are thrown immediately outside the main entranceway to Maxfield House there is no provision made by Leicester City Council for this rubbish. Steel bins are often in the vicinity but are locked away so as to prevent direct use by the tenants.

Clearly full large refuse sacks are too big to discard down the chutes and so the residents quite rightfully bring it down and wrongly pile it up immediately outside the front door. (It is a fire risk as well as a health and hygiene hazard to stand these bags of waste within the building on the landings.) But it is little better that this rubbish is permitted to be placed outside the main entrance door on a daily basis.

Part of the work of the St Peters management Board is to help Leicester City Council understand that before they can begin to talk about educating the residents on how to discard waste, the council itself must recognise there is an issue here with adequate provision consistently not being made for the residents to discard their rubbish away from the entrance of the building.

This remains a fact not only in relation to Maxfield House but also in relation to other multi occupancy buildings in the neighbourhood.
